Can we use a small SSD on USB for OS.
They are now really cheap.

The USB2.0 is slow on rpi3b, but ok for openWB usage.

As you are out of Support already with your installation, you can do what you want. Beginning form raspi3b+ you can dd the complete sd card onto a ssd and boot directly from that ssd without an additional sd card.
I run a raspi4 with ssd and also tested on 3b+ and 3b.
